It paid to shop at home for these luckywinners of the Shop Brownsville First Big Prize Give-A-Way. The campaignkicked-off December 4, with 20 local merchants participating. Nine earn Arrow of Light Award

Nine Haywood County boys are now Boy Scouts after earning their "Arrow of Light" award at an award ceremony held at First United Methodist Church Monday, November 21. A group of nine Haywood County boys have earned Cub Scouting's highest award, The Arrow Of Light. These boys are a part of the second year Webelos Den. Webelos means - We'll Be Loyal Scouts.

In Cubmaster Scott Ribble’s address to the Webelos and their families, Cubmaster Scott noted, “These Webelos Scouts have brought honor to the Pack. They have diligently climbed the Cub Scouting trail. They are now ready to go on to a bigger adventure in the great brotherhood of Scouting.”

These boys are the first and only group of boys under the leadership of Cubmaster Scott Ribble and Webelos Den Leader Allen Brown. They have now Received Cub Scoutings Highest Award – The Arrow of Light. At the end of the ceremony, the boys “Crossed Over” from Cub Scouts to Boys Scouts were they will continue their individual journey to reach The Boy Scouts of America’s highest rank – Eagle.

Cub Scout Pack 68 and Boy Scout Troop 68 are chartered by First United Methodist Church with Sammy Tillman as the Charter Representative.

Across Tennessee, Through Thanksgiving Weekend, State and Local Law Enforcement Cracking Down on Traffic Safety Violations to Help Save More Lives

Tennessee drivers beware. The Brownsville Police Department is teaming with law enforcement agencies all across the state between now and the busy Thanksgiving travel season to crack down on traffic safety violations.

State and local law enforcement will be out in force to remind all drivers and passengers to never drink and drive, always buckle up, obey the speed limit, and eliminate all distractions in the vehicle while driving.

This special enforcement crackdown is part of the state’s new More Cops. More Stops.campaign to help save more lives on Tennessee’s roadways.

“We want everyone to be safe while traveling on Tennessee’s roadways this busy Thanksgiving season,” said Lt. Barry Diebold. “So we are teaming with other state and local law enforcement officialson this special ‘More Cops. More Stops.’ campaign to crack down and strongly enforce our most basic and important highway safety laws.”

“Not wearing your seat belt will get you a ticket, but we will also be cracking down on speeding and distracted driving, and especially on anyone drinking and driving,” said Lt. Diebold.

Lt. Dieboldsaid nearly one-third of those killed on Tennessee’s highways during 2009 involved drivers or motorcycle operators with a blood alcohol concentration (BAC) of .08 or above at the time of the deadly crash.

Tennessee is teaming with the U.S. Department of Transportation, National Highway Traffic Safety Administration on this important national demonstration project, as one of only two States, to test the effectiveness of a new combined high visibility enforcement campaign designed to reduce drunk driving, boost seat belt use, and crack down on speeding and distracted driving,particularly among young adult males. Research and fatal crash statistics show that young adult males are most likely to practice high-risk behaviors while driving, such as not wearing seat belts and/or drinking and driving.

“Impaired driving will not be tolerated. There will be no warnings or excuses. If you drive drunk, you will be stopped and you will be arrested,” Lt. Diebold said. “But speeding, distracted driving and failing to wear your seat belt will also cost you. Please help us get the word out this Thanksgiving season. More Cops.More Stops.We will be out in force to help save more lives on Tennessee’s roadways.”

Billy King to sign new book at Delta Heritage Center Open House

Mr. Billy King is one of my favorite persons. I love the fun he has with history and learning all he can about the area encompassed by the Big Black Creek Historical Association. And now, Mr. Billy has written a book, "Big Black Creek, Vol. 1" It's a timeline of the history and people of the Big Black Creek area. It's an easy read and full of historical facts and some very interesting character. In his fun Mr. Billy-style, there are some witty observations, too.

You'll love this book. Cost is only $10 and all that money goes to the Big Black Creek Historical Association and it's efforts to preserve and protect. And you don't want to miss the opportunity for Mr. Billy to sign a personal copy for you.

He will be at the West Tennessee Delta Heritage Center Sunday, December 4, at 2 p.m. to share some of his stories and to autograph books. It's a public event and everyone is welcome. There'll also be some yummy refreshments, too.

Get ready for the 2011 Festival of Trees

Christmas is just around the corner and the Carl Perkins Center would like to invite everyone to participate in the 2^nd Annual Festival of Trees. The Festival is a great opportunity to promote your business, school, organization, company, and church. To enter all you need is $30.00, a tree and a little imagination. This is a contest so DREAM BIG! Trees will be displayed in the College Hill Center on Grand Avenue in Brownsville. The deadline for entry fee is November 7, but space is limited so act quickly.

Trick or Treat with Me a Huge Success

This year marked the fourth year for Brownsville businesses to offer Trick or Treat with Me; and it was the biggest by far. Reports came in of over 1,000 kids in the downtown area between 4 - 7 p.m. Adding to this year's excitement was the addition of a remote broadcast by Brownsville Radio of the event and the donation of Trick or Treat bags by Insouth Bank and Brownsville Utilities. But probably the most popular addition was a Charity Trunk or Treat in the Brownsville Funeral Home parking lot where area residents were asked to set-up and pass out candy from the backs of their vehicles. Also on site was a huge bouncy house and slide obstacle course. Each vehicle payed a small fee with proceeds going to the March of Dimes. Special thanks to all the merchants and residents who participated and made Halloween a real "treat" for Haywood County children this year!

4th Annual Holiday in Haywood November 11-12

Shoppers at Holiday in Haywood will have lots to choose from this year, including personalized items such as coffee mugs, license plates, t-shirts and ornaments. The annual event will take place November 11-12, at the National Guard Armory in Brownsville, Tenn.

Those looking for special bargains and unique holiday gift items will have the perfect opportunity during the 4th Annual Holiday in Haywood 2-day shopping mart planned for November 11-12, in Brownsville, Tenn. “Holiday in Haywood” will feature over 25 retail and specialty merchants all under one roof and offering a variety of items perfect for your holiday gift giving. The event will take place at the National Guard Armory located at 221 Morgan Street.

New to this year’s event is the addition of Breakfast with Santa Saturday at 9 a.m. Hosted by First South Bank, tickets are $10 per child and include breakfast, a visit with Santa and an activity with Santa. All proceeds from the breakfast will benefit the March of Dimes.

Families, individuals and groups are invited to have their Christmas portrait taken by a professional photographer Saturday. Appointments are encouraged to minimize wait time. “Last year over 1,000 people came through the doors during the event,” says Monica Bivens, Holiday in Haywood coordinator. “This year we’re expecting even more.”

Doors will open Friday from 11 a.m. to 7 p.m., and Saturday from 9 a.m. until 7 p.m., giving shoppers plenty of time to make their choices. The Haywood High School Show Choir, along with other regional artists, will entertain shoppers during the evening hours.

Saturday at 11 a.m., the Haywood High School Cheerleaders will present a Fashion Show featuring items from participating retailers.

“The response from retailers has been wonderful,” explains Bivens, “and we are very confident in the variety and quality of the items that will be available.”

Among the many items for sale will be handmade quilts, handcrafted jewelry, all natural soaps and lotions, candles, homemade pies, cakes and other culinary goodies, roasted nuts, ladies and children’s clothing, toys and books, wood-crafted items and much more. There will also be a large selection of personalized gift items available including on-site monogramming.

Haywood County Earns Three-Star Certification

Haywood County's Three-Star Award was presented during the Governor's ECD Conference held September 22-23, 2011, in Nashville, Tenn. Tennessee Department of Economic and Community Development Commissioner Bill Hagerty recently announced that Haywood County has achieved certification under the state’s Three-Star program for excellence in economic development.

“Our goal is to create a business friendly climate that gives companies the confidence to invest and expand in Tennessee,” Hagerty said. “Solid community development is a crucial aspect in this process by providing the foundation needed for successful economic development.” Haywood County is now eligible to receive additional incentives under the guidelines of the Tennessee Three-Star program.

In order to receive the certification, communities are required to meet criteria in planning, leadership, community, business and education and work force development categories. Incentives for receiving the certification include identification on all FastTrack infrastructure and job training applications; eligibility for matching grants, if criteria set by ECD are met; earning points in the Community Development Block Grant (CDBG) program; assistance from ECD’s regional field staff and the sharing of “best practices” in community development; and the establishment of a strategic plan that is updated annually with measurable goals, specific actions, responsible parties and a timeline.

Town Hall Meeting about New Voter Photo ID November 1

A new law that will require voters to show a valid photo ID at the polls won't go into effect until next year, but in preparation for this new requirement, the Haywood County Election Commission will hold a town hall meeting to inform the public of the change in the law.

The meeting is scheduled for 6:30 p.m. Tuesday, November 1, at the Haywood County Justice Complex in the courtroom. The purpose of the meeting is to present information regarding the new law, which goes into effect January 1, 2012. The town hall meeting will include a presentation, followed by a question and answer period.

The major points of the law include:

A voter is required to produce a federal or state government-issued photo ID before being allowed to vote. Some examples of a valid photo ID, even if expired, are a Tennessee driver license, U.S. passport, Department of Safety photo ID card, state or federal employee photo identification card, or a U.S. military photo ID. Student college IDs will not be accepted for voting purposes.

Free photo IDs may be obtained from any Department of Safety driver license testing station. Registered voters must sign an affidavit stating that the photo ID is for voting purposes, that they are a registered voter, and that they do not have any other valid government-issued photo ID. The Department of Safety will not issue a free photo ID if the person already has a valid government-issued photo ID.

Voters who are unable to produce a valid photo ID will be allowed to vote a provisional ballot, which is a paper ballot, at the polls. Voters casting a provisional ballot will have until two (2) business days after Election Day to return to the election commission office to show a valid photo ID.

Voters with a religious objection to being photographed, or voters who are indigent and unable to obtain a photo ID without paying a fee - for example, the voter cannot pay for a birth certificate for proof of citizenship - may sign an oath affirming to the information and will be allowed to vote on the machines.

Voters who vote absentee by mail, voters who are hospitalized, and voters who live in licensed nursing homes or assisted living centers and vote at the facilities are not required to show photo IDs. Registered voters over the age of 65 may request an absentee ballot and vote by mail.

“The goal of the town hall meeting is to educate the public and prepare voters for the upcoming 2012 elections,” Andrea Smothers, administrator of elections said. “We want voters to have plenty of time to obtain a valid photo ID if they do not already possess one. We encourage everyone to attend the November 1 meeting.”

Zinghop-a-Pals Kids Club comes to Hatchie Fall Fest

Get ready for the Zinghop-a-Pals Kids Club Big Fun Show, where children in the audience become the stars of the show through an innovative combination of engaging entertainment and educational activities. The Zinghoppers will make a special appearance at during this year's Hatchie Fall Fest, October 15, in Brownsville, Tenn. The free pre-school concert will be at 2:30 p.m. and 4 p.m., on the south side of the court square.

The Zinghop-a-Pals Kids Club has been named “Nashville’s Best Kids Entertainers” by Parent Magazine for the past two years. Every event features a Kids Club host. This friendly singing emcee's job is to get children involved in the show.

The show starts with a "friendship pledge" aimed at promoting pro-social behaviors, then the Kids Club host will sing "The Hello Song." After that the dance party really gets going with Zinghoppers hits like, "Tooty Ta," "The Possum Twist" and "Dancing Like Olo The Donkey."

Classic children's music is also performed as young children love singing tunes like "Wheels On The Bus" and "If You're Happy And You Know It."

The Zinghop-a-Pals Kids Club Big Fun Show combines live music, comedy, storytelling, dance, audience participation, a little magic and lots of smiles. At the end of the program, children will be invited to say the "friendship pledge" one more time, then they are officially declared, "Zinghop-a-Pals"!

The Hatchie Fall Fest is a free family-friendly festival held each October in Brownsville. 2011 Hatchie Fall Fest Scarecrow Winners Announced

Haywood Countians enjoyed a fun evening on the square Saturday night during the Hatchie Fall Fest Scarecrow Contest. Twelve scarecrows competed for top honors and cash prizes at the 7th annual event.

The local band Hannah Company provided entertainment for the competitors while judges deliberated over the winners.

Winners of the children's category included Methodist Day School (1st place), Haywood Elementary School (2nd place) and Anderson Early Childhood Center (3rd place). The Haywood County Schoool's District Office won first place in the adult category, followed by Kim Moore and Linda Maddox (2nd place) and Hannah Company (3rd place). Hannah Company also won "Most Creative."

Local merchants participating in this year’s “Trick or Treat with Me” will be posting this sign on their windows and doors. The event is planned for Monday, October 31, from 4-7 p.m.

Brownsville and Haywood County merchants invite areas children to “Trick or Treat with Me” on Monday, October 31, from 4-7 p.m. The annual event is sponsored by the Brownsville Business Association (BBA) and has become a favorite among children and adults.

The event began in 2008 when BBA members recognized a need for a safer alternative to traditional trick or treating. By remaining open later and offering this service to the children, merchants feel that they are providing a safer environment for the young people of our community.

“The kids still get to experience the excitement of going door-to-door,” explains BBA President Albert Campbell, “and the parents have the piece of mind of knowing this is a lot safer than visiting homes and neighborhoods they are not familiar with.”

“Trick or Treat with Me” is open to children ages 12 and under and each child is encouraged to dress in his or her favorite costume. Parents will recognize participating merchants by the purple and orange “Trick or Treat with Me” poster in windows. Last year over 20 businesses stayed open for this special event.

City Reviews “Brownsville on the Move” Planning Framework

Representatives of the University of Memphis Graduate Program in City and Regional Planning appeared before the Brownsville City Planning Commission at the request of Mayor Jo Matherne on Thursday, September 21, 2011 to present a detailed outline of the City’s comprehensive plan.

The primary purpose of the presentation was to receive input on the plan’s overall development goal, improvement objectives, and action strategies from the City Planning Commission before the final draft of the completed plan is presented to the public, City Planning Commission, and Board of Aldermen review, comment, and vote.

U of M Professors Ken Reardon, Laura Saija, and David Westendorff gave a thirty minute presentation. The University’s planning recommendations were based upon twelve months of research that included the analysis of past plans; a review of US Census data; interviews with more than forty local business, civic, and religious leaders; focus groups involving small business owners, corporate human resource managers, pastors, high school students, and Latino/a citizens; telephone interviews with more than 320 residents; and a series of open community forums and a city-wide planning summit in which more than 250 Brownvillians participated.

Seeking to build upon the City’s many strengths, the overall goal for the Brownsville on the Move Comprehensive Plan is to:

“Position Brownsville as West Tennessee’s most desirable city recognized for its natural beauty, rich cultural history, artistic attractions and musical heritage, abundant agriculture, exceptional architecture and unique town square, quality public services, faith-based traditions, and love of learning, with a central location with the metropolitan region bounded by the scenic Hatchie River – a thriving community where small town values, quality of life, diversity, and entrepreneurial spirit are honored daily”.

Following the City Planning Commission’s discussion of the overall development goal, Professor Reardon outlined seven community improvement objectives local residents, area businessmen, civic leaders, elected officials, and their allies would have to achieve to reach the above stated goal. Among these were the following improvement objectives:

1.) To preserve and enhance the city’s public spaces and built environment through the skillful application of advanced urban design principles and methods.

2.) To strengthen the city’s economic and tax base by expanding local employment, entrepreneurial, and investment opportunities for current and future residents and business owners.

3.) To improve residents’ overall health and wellness by improving access to the city’s many natural areas through a proposed greenway system that will improve storm water management while connecting Brownsville to the Hatchie River and the region’s ever expanding urban trails system.

4.) To enhance the city’s competitive position within the region and nation through strategic investment in public education, arts, and culture, to make the city a place where lifelong learning opportunities are tied to the city’s ongoing community revitalization efforts.

5.) To develop the city as a destination for those seeking access to a wide range of recreational opportunities and tourist attractions and events.

6.) To promote a balanced approach to transportation that enhances access and choice by giving serious attention to walking, biking, driving and public transit alternatives.

7.) To insure housing choice and security for current and future City residents by promoting creative approaches to housing that includes preservation and infill in established neighborhoods as well as new high quality housing development

The U of M faculty working on the plan expects to finish the final draft of the plan in time before the next meeting of the City Planning Commission in late October.

“Best of the Best in Traffic Safety”

On Friday September 9,, 2011, the City of Brownsville Police Department received top honors at the 7th annual Tennessee Law Enforcement Challenge Awards Presentation Ceremony in Nashville. The Police Department received the “Top” Tennessee Traffic Safety Championship award. This award was the culmination of seven years of outstanding traffic safety programs. The Brownsville Police Department has won seven state awards and one national award over the past seven years for their efforts in traffic safety. The combined efforts of specialized enforcement with community education, has been instrumental in reducing crashes in the City of Brownsville by over “50%” in the past seven years. This award is a testament to the officers of the Brownsville Police Department and their commitment to make the City of Brownsville a safer place to live.

New Photo ID Requirements for Voting in Elections

Beginning January 1, 2012, all voters must present an ID, meeting the requirements below, containing the voter’s name and photograph, whether voting early or on Election Day. These requirements DO NOT apply to elections in 2011.

Any of the following IDs may be used, even if expired:

• Tennessee drivers license with your photo,

• United States Passport,

• Department of Safety photo ID

• Photo ID issued by the federal or state government, such as an employee ID from the U.S. Department of Energy with your photo,

• United States Military photo ID, including a Veteran Identification Card, or

• State-issued handgun carry permit card with your photo

What forms of photo ID are NOT acceptable?

• A college student photo ID

• A photo ID not issued by the federal or state government, such as your discount club or bank card with your photo

Who is exempt?

• Voters who vote absentee by mail (view requirements at http://www.tn.gov/sos/election/bymail.htm)

• Voters who are residents in a licensed nursing home or assisted living center and who vote at the facility

• Voters who are hospitalized

• Voters with a religious objection to being photographed

• Voters who are indigent and unable to obtain a photo ID without paying a fee

What if I don’t bring a photo ID to the polling place?

• If you don’t bring a photo ID, you will vote a provisional ballot.

• You will then have until two (2) business days after Election Day to return to the election commission office to show a valid photo ID.

What if I don’t have a photo ID?

• You may obtain a free photo ID to vote from the Department of Safety at any participating driver service center across the state. You will need a voter registration card, proof of citizenship (such as a birth certificate), and two proofs of Tennessee residency (such as a copy of a utility bill, vehicle registration/title, or bank statement).

• If you do not have a photo on your driver’s license and no other form of valid photo ID, the Department of Safety will reissue your license with your photo for free upon request.

• You may use the “express service” line at the driver service center to obtain your photo ID to minimize wait times.

• NOTE: If you already have a valid government-issued photo ID, the Department of Safety will not issue a free photo ID to you.

Brownsville Awarded Tree Planting Grant

The City of Brownsville has been selected for a $6,712 tree planting grant from the Tennessee Department of Agriculture. Mayor Jo Matherne was notified last week in an award letter from State Commissioner of Agriculture, Julius Johnson, congratulating the City as the recipient of the Tennessee Agricultural Enhancement Program (TAEP) Community Tree Planting grant.

The TAEP program is administered by Tennessee’s Forestry Division and is designed to assist Tennessee Agriculture producers and the state’s nursery industry. Three public areas have been chosen for planting of canopy shade trees this coming fall: the Fire Station on West Main, Jefferson Courts at Anderson and Jefferson, and the WOW site on East Main.

“We are extremely pleased to have been selected for this tree grant,” remarked Mayor Matherne. “The trees will add beauty to the city and contribute to environmental sustainability, attributes so many residents advocated during community meetings this past spring. We hope this will be the first round of plantings in years to come.”

Brownsville Police Department Launches Intensive Crackdown on Impaired Driving

Police Vow to Arrest Everyone Found Driving Over the Limit

The City of Brownsville Police Department today announced it will join nearly 10,000 other law enforcement agencies nationwide in support of an intensive crackdown on impaired driving August 19–September 5, known as “Drive Sober or Get Pulled Over.”

The problem of impaired driving is a serious one. Data from the National Highway Traffic Safety Administration shows the number of alcohol-impaired-driving fatalities in America fell from 2008 to 2009, but the numbers are still too high.

In 2009 alone, 10,839 people died in crashes in which a driver or motorcycle rider was at or above the legal limit, according to the National Highway Traffic Safety Administration. The age group with the highest percentage of alcohol-impaired-driving fatalities in motor vehicle traffic crashes was the 21-to-24 age group.

“All too often, innocent, law-abiding people suffer tragic consequences and the loss of loved ones due to this careless disregard for human life. Because we’re committed to ending the carnage, we’re intensifying enforcement during the crackdown. Since twice as many alcohol-impaired accidents occur over the weekend and four times as many occur at night, we will be especially vigilant during these high-risk times when impaired drivers are most likely to be on our roads,” said Lt. Diebold.

The Brownsville Police Department] will be aggressively looking for allimpaired drivers during the crackdown and will arrest anyone they find driving while impaired — regardless of age, vehicle type or time of day.

“Driving impaired is simply not worth all the consequences. So don’t take the chance. Remember, “Drive Sober or Get Pulled Over.”

Tennessee Main Street Program Director, National Trust Main Street Officer Conduct On-Site Assessment

Tennessee Main Street Program Director Kimberly Nyberg, National Trust Main Street Center Officer Kathy LaPlante and Bridgett Massengill, Massengill Consulting, conducted an initial assessment visit in Brownsville July 19, to launch the Tennessee Downtowns program. Brownsville is one of 12 communities selected to participate in Tennessee Downtowns, a competitive community improvement program for cities and counties seeking to revitalize traditional commercial districts.

“The National Trust Main Street Center applauds Brownsville for embracing the revitalization of its downtown commercial district, and we look forward to hearing many success stories here and across the state as a result of Tennessee Downtowns,” said LaPlante.

Tennessee Downtowns is a tiered program affiliated with the Tennessee Department of Economic and Community Development’s Tennessee Main Street Program. Communities selected to participate in Tennessee Downtowns are home to downtown commercial districts established at least 50 years ago and have demonstrated their readiness to organize efforts for downtown revitalization based on the successful “Main Street Four-Point Approach to Downtown Revitalizationtm.”

“Tennessee Downtowns is a unique opportunity for Brownsville to take the initial steps toward revitalizing its downtown business district,” said Nyberg. “I would like to congratulate Brownsville again on being selected to participate in Tennessee Downtowns and look forward to working with you in the coming months.”

Bluegrass featured at August “Concert on the Porch”

Join the West Tennessee Delta Heritage Center in Brownsville, Tenn., for the fourth in its 'Concert on the Porch' series Saturday, August 20, beginning at 7 p.m. This month's concert will feature Wildwood Express, a group of five area musicians who perform the old time stringed music of yesterday. Also appearing with Wildwood Express will be 11-year-old Emma Webb of Memphis.

The concert will open with Webb. Webb is part of the Generation Next series of the Memphis & Shelby County Music Commission and she is also the youngest member of the Memphis Songwriters Association. Webb has been performing in the Memphis area since she was 8. Her performances include music from the 80s to current pop songs plus some originals.

Wildwood Express performs the old time stringed music including bluegrass gospel, instrumentals and old time country. Their instruments of choice include the banjo, dulcimer, mandolin, upright bass and guitar.

The band is made up of Grover Westover, of Brownsville, who does vocals and plays guitar. Paul Jackson is from Bells, Tenn., and does vocals and plays mandolin. Gary Spraggins is on the upright bass and is from Alamo, Tenn. Coley and Marilyn Graves are from Bartlett, Tenn.; Coley does vocals, guitar and banjo, while his wife, Marilyn plays the hammered dulcimer. All are members of the Jackson Tennessee Area Plectral Society whose main purpose is the preservation of old time stringed music.

Clark extends education with annual program on Georgia Campus

Sonia Outlaw-Clark, director of the West Tennessee Delta Heritage Center in Brownsville, Tenn., has completed the second year of a three-year professional development program that will lead to certification as a Tourism Marketing Professional (TMP).

Clark was one of 232 tourism professionals enrolled at the Southeast Tourism Society Marketing College last month. The week-long program turns the facilities of North Georgia College and State University in Dahlonega, Ga., into a laboratory to teach tourism marketing each summer.

There is no other professional development program like STS Marketing College, and it is recognized nationally for its training of tourism leaders. 626 people have earned TMP certification.

“In the tourism industry, TMP certification carries a lot of weight,” said Bill Hardman, president and CEO of the Southeast Tourism Society, a 12-state organization that promotes travel and tourism in the Southeast.

The STS Marketing College began in 1992 to provide continuing education for tourism professionals and feted its 20^th anniversary this year. Tourism ranks as the first-, second- or third-largest industry in each STS member state. Students come from convention and visitors bureaus, chambers of commerce, attractions, hotels and other segments of the tourism industry.

The curriculum covers topics such as branding, social media, packaging and sports marketing. Heritage tourism and research are courses that have attracted special interest in recent years.

Twenty-four senior executives in the travel and tourism industry were the volunteer faculty.

The program attracts students from throughout the Southeast and occasionally from other states. This year’s program included students from Maryland and Oklahoma.

“Southeast Tourism Society is recognized nationwide for the cohesiveness and camaraderie it fosters in the region. No other region in the

U.S.

has a similar organization. STS Marketing College is a major project to build skills and professionalism in the tourism industry,” Hardman said.

Brownsville’s Hatchie Fall Fest set for October 15

During the annual Hatchie Fall Fest, events and activities are planned for all age groups including the kids. Children’s activities include bouncy houses, a petting zoo, games, face painting and more.

With over 8,000 attending last year’s Hatchie Fall Fest, this year promises to be bigger and better than ever. Held annually on the historic court square in Brownsville, Tenn., this year’s event will be Saturday, October 15. It will be a fun-filled day of kid’s games and activities, cooking and eating contests, live music, arts and crafts, a quilt show and more.

One of the most popular festival events is the Frozen T-shirt Contest. Enjoyed by all ages, participants compete to see who gets the frozen t-shirt on the fastest. The Pet Show and Blessing of the Pets is another event that adults and kids both flock to.

Are you a good cook? You can show off your skills at the cake and pie-baking contest. Maybe you’d rather try your eating skills during the hot salsa-eating contest? While the kids are busy in the bouncy houses, getting their face painted and enjoying the many games and activities, you can find great bargains at the more than 100 arts and crafts booths and local merchant’s sidewalk sales. For a bit of nostalgia, visit the “Heritage Quilts of West Tennessee” exhibit featuring heirloom and modern day fabric creations.

The fun starts at 10 a.m., and continues all day, including live performances from the main stage area: local and regional performers singing your favorite gospel, country, blues and rock melodies.

During this year’s festival you will also be able to visit Oneal Lake on the Hatchie National Wildlife Refuge and participate in an Amateur Radio event. The ham radio operators will be celebrating National Wildlife Refuge Week and the rich cultural heritage and significance of the Hatchie River.

The fun continues on Sunday when the Elma Ross Public Library parking lot gets revved up for the 32^nd annual Tennessee Trash Car Show. Classic and show cars from all over attend this show that has been happening in Haywood County since 1979.

Southern Gospel “Concert on the Porch” July 16

The West Tennessee Delta Heritage Center’s summer concert series continues with a Southern Gospel concert Saturday evening, July 16. The free concert will begin at 7 p.m., and features Brownsville’s own David Smith and His Voice of Ripley, Tenn.

Known locally as the Singing Firefighter, Smith loves to sing the old southern gospel favorites like “How Great Thou Art” and “In the Garden,” mixed with more modern tunes such as “What Kinda Car.”

“His Voice” is a Southern Gospel Trio that includes Larry Kelly of Ripley, Candace Maness of Nutbush, and Mitch Platz of Brownsville. The group has been performing together since 2010.

This event is one the entire family will enjoy and is presented from the porch of the Sleepy John Estes home. There will be some bleacher seating and attendees are also encouraged to bring their lawn chairs and blankets. Popcorn, hot dogs, chips and drinks will be available.

The Tennessee Department of Economic and Community Development hosted a two-day Downtown Revitalization Workshop in Nashville June 27 – 28. Representatives from Tennessee’s 24 Main Street Program communities and 12 newly selected Tennessee Downtowns communities attended the free educational workshop, which was made possible through a $50,000 sponsorship from the United States Department of Agriculture Rural Development.

The second round of Tennessee Downtowns communities was announced in December and included Brownsville. Representing Brownsville at the workshop were Sharon Hayes, Pat Cummins, John Ashworth, Pat Bailey and Sonia Outlaw-Clark.

To qualify to participate in the program, the downtown commercial districts must have been established at least 50 years ago and have demonstrated their readiness to organize efforts for downtown revitalization based on the successful “Main Street Four-Point Approach to Downtown Revitalization.”

“Revitalizing downtown commercial districts enhances the quality of life for our citizens and makes our communities more attractive to business investment,” said Commissioner Bill Hagerty, Tennessee Department of Economic and Community Development. “I congratulate our Tennessee Main Street and Tennessee Downtowns program participants on their hard work and dedication to making their communities even better places to live and work.”

The 2010 Community Reinvestment Statistics reported Tennessee Main Street Program communities generating more than $89 million in public and private investment in downtown districts, creating 400 net new jobs, 94 net new businesses and 222 building rehabilitation projects.

Relay for Life in Haywood County began in 1997. Nancy Cates was the first Chairperson of the event. This year the event will celebrate 15 years of raising money to fund cancer research and will be held Friday, June 17, beginning at 5 p.m., at the football field in Brownsville. This year's theme is Rockin' and Rollin' for a Cure.

Among the many activities taking place will be the recognition of all the chairpersons over the last 15 years. Heading this effort is this year’s co-chairs Carolyn Flagg and Alan Callery. Flagg herself has served as a co-chair since 2006. She and Callery have served together since 2008.

Another landmark for this year’s event is the participation of 41 teams. “That’s the most we’ve had,” according to Flagg. She hopes to raise $100,000 through this year’s efforts.

Insouth Bank is one of those teams who have been on board since the beginning. Callery is proud of the banks involvement. “It gives our employees an opportunity to give back to the community.”

The event will officially begin on Thursday, June 16, during the Survivor’s Luncheon. Survivors and caregivers are invited to Brownsville Baptist Church gym at 11:30 a.m., for a special lunch. Note the new location this year. Those who plan to attend are asked to RSVP to Flagg at 731-772-0425.

Friday night’s activities will also include many local and regional entertainers, a Survivors Walk and a special Luminary Ceremony, plus lots of fun and games on the field.

The entire community is invited to come out for the fun and to participate in helping to find a cure for cancer.

Friends of the NRA Annual Dinner and Auction

The West Tennessee Friends of NRA dinner and auction will be held June 9, 2011 at the 1st South Community Room in Brownsville. The proceeds of this annual fundraiser have brought $13,243.00 back to the Brownsville Young Guns competitive shooting club over the last three years.

The doors open at 6:00 PM with games and a silent auction. Dinner and exciting live auction will follow. Tickets are $25 each. Friends of NRA is a key grassroots event that supports thousands of community service related to firearm education, hunter safety, wildlife conservation, range improvements, youth marksmanship, and law enforcement among others. Working with the NRA field representative, members and volunteers organize banquets in their communities, complete with auctions, special drawings, and fellowship. Much of the merchandise at the banquets is donated or provided at reduced cost by hundreds of participating vendors.
Half of the money raised by each Friends of NRA banquet will be spent in the state in which it was held. The other half supports qualifying national-level programs like Eddie Eagle Gunsafe® Program, Women on Target®, and other educational and safety services. State Fund Committee made up of volunteers review grant applications from local organizations and make recommendation to the The NRA Foundation on how the money might best be used in their areas. 2011 YOUTH FISHING RODEO

Tennessee Wildlife Resources Agency (TWRA) and Hatchie National Wildlife Refuge (Refuge) in Brownsville, Tenn., are pleased to announce a youth FISHING RODEO on June 11, 2011. The event will be held on Hatchie’s Tanner Adams Lake off Highway 76 across from Oneal Lake.

The fishing rodeo is open to youth ages 4 – 12. TWRA’s Wildlife Officer Mark Vance is “excited to provide this opportunity to the youth of Haywood County.” Officer Vance added that the event is for “ALL youth, regardless of their fishing skill level.”

Participants must provide their own fishing equipment and bait. Volunteers will be available to assist any new anglers that may need assistance. Parents are not allowed to fish.

Registration will begin at 8:30 am. Fishing will start promptly at 9 am and last until 12 pm.

Prizes will be awarded for biggest fish, smallest fish, and most fish; among others.

Cinco de Mayo HUGE Success

The Dance of the Old Men was one of the highlights of the evening.

May 5 is celebrated across the country as Cinco de Mayo. Brownsville added a twist to the celebration with its first Cinco de Mayo Heritage Celebration Thursday, May 5. Not only did we celebrate our Hispanic friends, but all of our heritages. The southside of the court square was blocked and crowds were estimated at 500-800 attendees who came out to enjoy the music and food.

Winning artwork was displayed at the event.

Local school children were invited to participate in an art contest and over 100 entries were received. Winners were chosen in each school and ribbons were given out at the event. The winners are:

JCIL Fishing Rodeo and Free Fishing Day June 11

The Jackson Center for Independent Living will sponsor its annual Fishing Rodeo June 11 at Oneal Lake on the Hatchie National Wildlife Refuge. This is held each year in conjunction with Tennessee’s Free Fishing Day; a day when residents and non-residents regardless of age can fish without a license in Tennessee’s public waters.

The event begins at 8 a.m. until noon, and will include fishing, kid’s crafts and lunch. Prizes and awards will be presented. Bring your own fishing poles, rod and reel, etc. or one will be provided for you. Bait will also be provided. You do not have to be disabled to participate in this fishing rodeo. Everyone is invited.

This is the seventh year for the event, according to Beth James, executive director of the Jackson program. “Each year approximately 30-40 children have participated,” says James. “This year we’d like to see this number increase while also helping to make the community more aware of the services we provide.”

JCIL was established in 1996 and is part of a world wide network of non-profit organizations operated by people with disabilities for people with disabilities. JCIL serves an eight county region including Haywood County.

Sarah Levy was sworn in as Chancery Court Clerk and Master of Haywood County Sunday, May 1, 2011. Levy will replace retiring Clerk Judy Hardister. Chancellor George Ellis conducted the ceremony that also included swearing in the Deputy Clerk, Rochelle Futrell. The ceremony took place at the newly opened Justice Center on Dupree. Bonnie Gordon, also a Deputy Clerk, was sworn in on Monday.

Levy has been a resident of Haywood County since 1994. She is married to David Levy and they have a son, Jacob. The Levy's own Willow Oaks Flower Farm in Brownsville. Levy holds a Juris Doctorate from the University of Arkansas at Little Rock School of Law. She was admitted to the Arkansas Bar in 1990 and the Tennessee Bar in 1994. She has served as Asst. Attorney General in Arkansas and Asst. District Attorney in Tennessee.

Blues Fest Returns to Brownsville

Blind Red Rooster will perform live at the Exit 56 Blues Fest Saturday, May 28, beginning at 7 p.m. Members of the group from Northwest Tennessee are Smokin' Joe Watts, Rick Casey, Coby Watts and Rob Kingrey.

Brownsville will once again celebrate its blues heritage during the Exit 56 Blues Fest Saturday, May 28, at the West Tennessee Delta Heritage Center. Festivities will include an arts and crafts show, quilt exhibit, book signing, cruise-in and live music. The day long event will run from 9 a.m. until 9 p.m.

Artisans will showcase their wares from 9 a.m. until 5 p.m. Items for sale will include sunglasses, handmade ribbons and bows, aprons, boutique dresses, flower arrangements, jewelry, handbags, wood products, quilts and more.

Heirloom and more modern quilts will be on display inside the Center as part of the “Heritage Quilts of West Tennessee” special exhibit sponsored by Pat’s Fabrics of Brownsville. Also on exhibit will be the winning art projects of the Haywood County School children for the recent Cinco de Mayo Celebration.

Author Pamela Whinnery will be present from 10 a.m. – 5 p.m., to sign copies of her latest cookbook “Country Goodness Recipes of Tennessee Celebrities.” The recipe collection includes recipes from Elvis, Trace Adkins, President Andrew Jackson and more.

Beginning at 5 p.m., local and area artist will perform from the porch of the Sleepy John Estes home, located on the grounds of the Center. Memphis musicians Graham Perry and Kevin Kilgore, members of the group Tucson Simpson will perform at 5 p.m. Brownsville’s own Clifton Smith will take the stage at 6:30; and Union City Blues band Blind Red Rooster will perform at 7 p.m.

Car and motorcycle enthusiasts are invited to cruise-in for any or all of the festivities.

Festival admission and concerts are free and everyone is invited to attend and enjoy a day celebrating the Brownsville blues. Mickey Utley to kick-off summer concert series

This Sunday, May 22, Brownsville’s own Mickey Utley will kick-off a summer of live performances from the porch of the Sleepy John Estes home at the West Tennessee Delta Heritage Center. The summer concert series, called “Concert on the Porch,” will feature local and regional talents each month leading up to the Hatchie Fall Fest in October.

Utley will take the stage (porch) at 3:30 p.m., Sunday, when he will introduce his newest release, “I’m Feelin’ You.” The concerts are free and everyone is invited. Utley will be signing autographs and posing for pictures immediately following the concert. A special exhibit will also be on display inside the Center showcasing items donated by Utley.

The West Tennessee Delta Heritage Center, in Brownsville, Tenn., will host authors and book signing for I Do…Every Day, Words of Wisdom for Newlyweds and Not so Newlyweds, Saturday May 14, from 2 - 4 p.m.

I Do…Every Day, Words of Wisdom for Newlyweds and Not so Newlyweds, is the newest book of devotions from Haywood County native Dr. Cynthia Bond Hopson. This time she has teamed up with her husband, Roger, and they’re on a mission to help newlyweds and couples revitalize marriage as the treasure God intended.

In the 31 reflections released May 1 from Abingdon Press, the Hopsons offer straight talk, ask tough questions that may cause a little blushing (don’t worry, nothing X-rated), and tell stories that will touch readers where they live, inspiring them to be equal partners, friends and lovers. It is for anyone who has ever said “I do,” “I will,” or “I messed up” and even those who are getting ready to walk down the aisle.

This is Hopson’s fifth book and it joins her popular titles, Wiggle Tales, a collection of her columns from the Brownsville States Graphic, an account of media coverage of voter registration in Haywood County, Times of Challenge and Controversy, and her two books of devotions for women, Bad Hair Days, Rainy Days and Mondays, and Too Many Irons in the Fire and They’re All Smoking!

Hopson is the daughter of Mrs. Alvis M. Bond of Stanton and the late John A. Bond Jr., Emma and Carey Bowles. Mickey Utley to perform “On the Porch”

After two months performing on the Royal Caribbean cruise ship “Voyager of the Sea,” Brownsville’s own Mickey Utley will return to his hometown Sunday, May 22, to perform on the porch of the Sleepy John Estes home at the West Tennessee Delta Heritage Center. The concert is free to the public and will begin at 3:30 p.m.

Utley is set to release a new single this summer titled “I’m Feelin’ You.” His last single “Cry like Memphis” is getting worldwide play and has made it on to the Music Row Charts.

“I’m looking forward to coming back home to play,” says Utley of his upcoming concert. “There’s nothing like coming home to perform where it all started.”

Called a soul-billy rocker, Utley says playing music is second nature to him. He also spends time writing and perfecting his rock-n-roll infused country sound.

The May 22 concert is part of the 2011 Summer Concert Series “Concert on the Porch.” Utley CDs will be available for sale and he will also be signing autographs and posing for photos immediately following the concert.

Tour Historic Brownsville Homes and Churches May 1

Visit some of Brownsville’s historic homes and churches during the Spring Tour of Homes Sunday, May 1. Seven locations will be open from 2-5 p.m., for self-guided tours. Special treats include refreshments at First United Methodist Church and a Flower Festival at Christ Episcopal Church.

The tour stops include:

Brownsville First United Methodist Church (117 East Franklin Street)
The present brick sanctuary was constructed in 1899. Built in the Gothic Revival style, it has Richardsonian influences, such as the blond brick outlining of the exterior arches. It features a vaulted cross-shaped sanctuary and magnificent stained glass windows. The tour will also feature the recently completed state-of-the-art multipurpose building. Refreshments will be available.

Hutchison-Elcan-Lynn Home

Hutchison-Elcan-Lynn Home (124 Church Street)
Listed on the National Register of Historical Places, the Lynn family is known for dressing in period clothing to greet their guests. This Greek Revival home with Italianate influences was built in 1867. Among its distinctive features are the plaster ceiling designs in the hall and parlor, which are said to be patterned after those at Thomas Jefferson’s Monticello, and a spiral staircase.

Christ Episcopal Church (140 Washington Ave.)
This excellent example of Gothic Revival style was built in 1854 and is listed on the National Register of Historic Places. The original tin ceiling was installed in 1892 and the center medallion area once held a large candle chandelier. A Flower Festival will be presented in the side yard.

Temple Adas Israel (Intersection of Washington and College)
Located directly across the street from Christ Episcopal and also listed on the National Register of Historic Places, the temple was dedicated in 1882 and is the oldest temple in continuous service in the State of Tennessee. At one time it was the largest synagogue between Memphis and Nashville. Each stained glass window has significance and the excellent acoustics in the building makes it a favorite place for concerts and recitals.

Bond-Meux-Livingston Home (611 Main Street)
Robert Bond built this home for his wife, who admired the style of the Grove Park Inn in Ashville, North Carolina. It was built circa 1912, and features massive stone columns, a side porte-cochere and a shed dormer with five transom-topped windows. The home has a grand center staircase and large spacious rooms with 12 foot ceilings.

Bomar-Martin-Richards Home (250 N. Grand Ave.)
Built in 1927, this home was originally a two bedroom, one bath English Cottage. Additional rooms were added in the 50s and 2000. The home features a hand-hewed stone fireplace and an eclectic style of decorating.

Banks Home

Banks Home (924 Creekwood Street)
Completed in 2006, this plantation-style home was modeled after the 2002 Southern Living Dream Home. Inside and out, this classical house reflects Southern architecture with its plantation shutters, French doors, copper accents and a formal entrance marked by a pediment and columns. Inside the high ceilings and careful placement of windows and doors create a spacious effect. Deep-set porches adorn the front and back of the home.

Cost of the tour is $20 for adults and $5 for students. Advance tickets can be purchased at the West Tennessee Delta Heritage Center, located on I-40 at Exit 56, behind McDonald’s, and will include a map. Tickets will also be available May 1, at each tour location.

The Spring Tour of Homes is presented by Hope for Haywood and Habitat for Humanity of Haywood County. All proceeds will benefit local families who suffered loss from the May 2010 flood and to assist Habitat for Humanity in building homes for those who live in sub-standard housing.

Brownsville celebrates diversity with Cinco de Mayo

Jupiter Stone will be the featured entertainment at Brownsville’s Cinco de Mayo Heritage Celebration May 5. The event will also include an art contest, games and food.

You’re invited to join your friends and neighbors Thursday evening, May 5, for Brownsville's first Cinco de Mayo Heritage Celebration. This is an opportunity for all ages, races and nationalities to come together in a family-friendly atmosphere to celebrate the unique diversity of our community.

The night’s event will take place on the south side of the court square from 6-9 p.m., and will include live music, food, games and art contests.

Heading the line-up for the evening’s entertainment is Jupiter Stone. This band features Josh and Steven Stewart of Brownsville and two other regional band members. Jupiter Stone has performed throughout West Tennessee. Also in the line-up is the local group Hannah & Company; and includes Hannah Bains, Andy Cooper and Joe Mallette. This year’s Haywood’s Got Talent winner will also be invited to perform at the event.

The community is invited to participate in several art contests. The first is a competition among local school children. All students in the Haywood County School system, and including Haywood County students who are homeschooled, are invited to submit artwork no larger than 9”x12”. Students will be judged in appropriate age and grade categories. This contest is free and open to any Haywood County student.

All ages are invited to test their Pinata making skills in the Pinata Contest. All the piñatas will be donated to the Brownsville – Haywood County Parks and Recreation department for use in their summer programs. An entry fee of $10 is required.

The community is also invited to enter a Tile Painting Contest. Entry fee is $10 and includes a 4”x4” tile. Tiles entered in this contest will be donated to the Carl Perkins Center and will be separated into multiple groups and auctioned off during the annual Dinner and Auction next year. New Justice Complex Opens

Hundreds of citizens filled the halls of the Justice Complex Friday, April 1, 2011. They were there to celebrate the opening of the center and to get a first hand look at the new facility. An open house was held from 3-6 p.m., and featured a ribbon cutting.

Residents were treated to refreshments and maps were available; allowing residents an opportunity to self-tour the facility, including the new courtrooms and offices of the circuit court, chancery court, judges, sheriff and the jail.

The new facility also includes a tornado safe space that will be open to the public during severe weather and will hold a little over 500 people. The 911 systems and central dispatch are also housed in the Justice Complex.

Brownsville/Haywood County Parks & Recreation Department has announced its sponsorship of the 2011 Summer Food Service Program (SFSP), which is administered in Tennessee by the Department of Human Services under an agreement with the Department of Agriculture (USDA).

Meals will be provided to all children 18 and under, without charge.

Acceptance and participation requirements for the program and all activities are the same for all regardless of race, color, national origin, gender, age or disability. Brownsville On the Move Ready for Next Meeting

The Brownsville on the Move planning process, a partnership with the City of Brownsville and the University of Memphis Planning Department will host its next meeting on Saturday, April 2, from 10 a.m. to 12 p.m., at the First South Bank Community Center, located on West Main Street.

Over the past two months project members have been soliciting feedback from town residents to learn more about what makes Brownsville great and what needs to happen to make it better. The visioning exercise is part of a six month community-wide input process which will lead to a community-based plan for the future development and growth of Brownsville based on the values identified by residents in surveys, interviews and input meetings.

"We know we've got a good thing here, it's just building on our strengths and letting people know about it," said Mayor Jo Matherne.

Brownsville community members of all ages are invited to come to the next input meeting to hear what residents have been saying so far and learn where we go from here.

Ward 2 learns about 911 services

Thursday night, March 10, members of Ward 2 met for their monthly Neighborhood Watch - Community meeting at First South Bank Community Room. Guest speaker for the evening was Mary Taylor. Taylor gave a presentation on the use of the 911 system. Police Chief Chris Lea gave a report on Ward 2 criminal activity and reported that Ward 2 is the oonly location in Brownsville that had no serious reported incidents.

Ward 2 is planning its first "Neighborhood Clean-Up Day" on Saturday, April 16.

Ward 2 will again host the annual National Night Out Against Crime on Tuesday, August 2.

15th Annual Relay for Life Kick-Off

Relay for Life Co-Chairs Carolyn Flagg and Alan Callery welcomed over 100 attendees to the 15th annual Relay for Life Kick-Off event held Tuesday, February 22, at the new Criminal Justice Center.

The program, conducted entirely by cancer survivors included familiar faces such as Robert Rooks, County Mayor Franklin Smith, Dr. Jack Pettigrew, John Duckworth, Debbie Sterbinsky, Emma Delk, Ray Dixon, Hope Cannon, Donald Lee, Thalice Kinnon and Johnny Walker.

This year's Honorary Chairpeople were announced. They are John Simmons and Audrey Blue.

The HHS Show Choir performed their rendition of "Celebrate," adding to the spirit of the kick-off and the commitment to continue the fight against cancer.

This year's theme is "Rock n' Rollin' for a Cure." The big Relay event will be Friday, June 17, at the football field.

After the event, attendees were treated to a tour of the new Criminal Justice Center by Mayor Franklin Smith and Solid Waste Director Clinton Neal.

Exit 56 Blues Fest planned for Memorial Day Weekend

A new event is planned for Memorial Day weekend in Brownsville. It's the Exit 56 Blues Fest and will be held at the West Tennessee Delta Heritage Center.

Seminar discusses disease and diet

Haywood Park Community Hospital will be hosting a seminar on gall bladder disease and how it is affected by diet, Thursday, February 24 from 6 – 7 p.m.

The gall bladder can be affected by several diseases or infections such as gallstones, inflammation and tumors. These and other issues will be discussed by Dr. Michael Saridakis, a board certified general surgeon. Saridakis is the founder of the Jackson Regional Surgery Center and a member of the medical staff at Haywood Park Community Hospital and Regional Hospital of Jackson.

Our special guest and speaker will be O'Neal Henley, author of the recently released book, Autumn Miracle. In 1982, Coach Henley was a first year coach of the Jackson, TN North Side High School football program. Though a small high school, and an inexperienced team, three things stood out; intelligence, a strong work ethic, and love of the game. Using those positives, the 1982 Indians defeated Jackson Central-Merry and Haywood High for the first time in school history while also adding a win over Milan, finishing the season at 7 - 3.

Coach discusses his problems with the ACLU about reciting the Lord's Prayer after each game, and how this issue was overcome. The focal point of the book is the family atmosphere existing at the high school which led to the Indians having their winning season.

Haywood Residents in WestStar 2011 Class

Lisa Carlton, Nancy Cates and Sonia Outlaw-Clark, all of Haywood County, are among 30 members of the 2011 WestStar class.

Lisa Carlton

Carlton is city president for First State Bank in Brownsville, where she has worked since 2008. She has previously worked at Regions Bank as a mortgage supervisor in West Tennessee and Wells Fargo Financial in Southaven, Miss. Carlton is the current president of the Brownsville Boys and Girls Club, vice president and fundraiser chairman for the Brownsville Carl Perkins Center, board member for Brownsville Rotary Club and YMCA and advisory board member for Haywood County School Superintendent Advisory Council. She was named “Rotarian of the Year” in 2009-10.

She believes that by participating in WestStar, she will gain from meeting people in surrounding counties that can help her with ideas and connections to grow her community.

Nancy Cates

Cates is the director of the Brownsville/Haywood County Parks and Recreation Department, where she has served for the past eight years. She is involved in many community activities such as Tennessee Recreation and Parks Association secretary/treasurer since 2008, Senior Citizen’s Board chairman, the Exchange Club treasurer and a member of Carl Perkins Center Board and the Park of Dreams Committee. She is a graduate of Leadership Haywood County. She has received numerous awards such as the 4-Star New Facility Award presented by Tennessee Recreation and Parks Association, the Good Neighbor Award from the Woodman of the World and the Woman of the Year Award in 2010.

She looks forward to meeting other leaders by participating in WestStar and hopes to gain new knowledge from WestStar’s group of leaders.

Sonia Outlaw-Clark

Outlaw-Clark is executive director of the West Tennessee Delta Heritage Center in Brownsville. She currently serves on the board of directors of the Tennessee Association of Museums, Hope for Haywood Disaster Recovery Services, the Hatchie Fall Fest and the Tennessee Downtown–Brownsville Steering Committee. She is a graduate of Leadership Haywood County. She has received the Chamber of Commerce Volunteer of the Year Award, 1993 and 2007, and is a recipient of the 2008 Woodmen of the World Outstanding Citizen Award.

Outlaw-Clark hopes to gain a better understanding of the region; network and build partnerships that will benefit all West Tennessee; and learn new ideas and strategies for improving quality of life in her community.

Fans Don’t Let Fans Drive Drunk

The Brownsville Police Department has announced that they are joining forces with the National Football League (NFL), the National Highway Traffic Safety Administration (NHTSA), and other State and local highway safety and law enforcement officials to remind everyone to act responsibly by designating a sober driver if they plan on drinking alcohol on Super Bowl Sunday.

“We want to pass our safety message to everyone who will be drinking this weekend, real Fans Don’t Let Fans Drive Drunk,” said Chief Lea. “Please call the right play for the big game and pass your keys to a designated driver before the Super Bowl party begins. Getting caught driving while impaired will earn you a costly penalty from local law enforcement and may even result in a turnover of your driving privileges.”

Super Bowl Sunday is one of America’s biggest and most entertaining national sporting events as friends and families gather to socialize and watch the big game. Yet, it has also become one of the Nation’s most dangerous days on the roadways due to impaired driving.

If you are hosting a Super Bowl party:
• Remember, you can be held liable and prosecuted if someone you served ends up in an impaired-driving crash.
• Make sure all of your guests designate their sober drivers in advance, or help arrange ride-sharing with other sober drivers.
• Serve lots of food and include lots of non-alcoholic beverages at the party.
• Stop serving alcohol at the end of the third quarter of the game and begin serving coffee and dessert.
• Keep the numbers for local cab companies handy, and take the keys away from anyone who is thinking of driving while impaired.

If you are attending a Super Bowl party or watching at a sports bar or restaurant:
• Designate your sober driver before the party begins and give that person your car keys.
• Avoid drinking too much alcohol too fast. Pace yourself—eat enough food, take breaks, and alternate with non-alcoholic drinks.
• If you don’t have a designated driver, ask a sober friend for a ride home; call a cab, friend, or family member to come and get you; or just stay where you are and sleep it off until you are sober.
• Never let a friend leave your sight if you think they are about to drive while impaired. Remember, Fans Don’t Let Fans Drive Drunk.
• Always buckle up – it’s still your best defense against other impaired drivers.

West Tennessee Solar Farm Receives Environmental Approval

U.S. Dept. of Energy Issues Finding of No Significant Impact, Project Moves Forward
Governor Bill Haslam and Commissioner Bill Hagerty of the Tennessee Department of Economic and Community Development announced Wednesday, February 2, 2011, that the U.S. Department of Energy (DOE) has completed its environmental review for the West Tennessee Solar Farm in Haywood County and issued a Finding of No Significant Impact (FONSI), which means the project complies with all applicable federal regulation for environmental protection. The review was conducted under guidelines specified in the National Environmental Policy Act and was part of the requirement for utilizing American Recovery and Reinvestment Act funding for the project. The finding allows site preparation and installation to begin on the five-megawatt solar array.

Brownsville Baptist plans Life Action Revival Summit

Life Action, a ministry dedicated to living and teaching practical, daily applications from God's Word, is coming to Brownsville, March 6 - 16, to hold an 11 day revival summit.

Through a series of evening services and seminars at Brownsville Baptist Church, the Life Action team will present thought-provoking messages and worshipful music focusing on God's life-giving truths.

The summit will begin Sunday, March 6, at 9:15 a.m., and continue Monday-through the following week, ending on Wednesday, March 16 - services beginning at 6 p.m. During this time, there will be instructional teaching, family seminars, music, and programs for children and teenagers. The focus will be on America's greatest need today - practically living out the biblical values and principles upon which our country was founded.

Coming from across the country, this group of young adults and a few families, is one of three Life Action road teams that travel September-June sharing God's revival truths with churches. Haywood County Attractions Join Haslam Inaugural Celebration

In honor of Bill Haslam’s inauguration as the state’s 49th governor, Haywood County museums are joining with cultural and historical attractions across the state to stay open and offer free admission on Saturday, January 15, 2011.

The theme of the inaugural celebration is “Tennesseans: Working Together, Moving Forward.” In the spirit of this theme, the governor-elect has asked that cultural establishments, tourist attractions, museums and other points of interest open their doors on Inauguration Day at no charge to the public.

“We’d like to offer this day as a time for Tennesseans across the state to come together in the celebration – wherever they are in the state - and take part in our culture, inventions, history and heritage, as a collective people,” says Kim Kaegi, director of the Haslam inaugural team.

Haywood Countians are encouraged to be a part of this historical event by visiting their local museums. Museums in Brownsville and Stanton will participate and include the Haywood County Museum, Haywood County Sports Museum, Felsenthal Lincoln Collection, Dunbar-Carver Museum, West Tennessee Delta Heritage Center and the Stanton Welcome Center and Lending Library.

College Hill Center
Home to the Haywood County Museum, Haywood County Sports Museum and The Felsenthal Lincoln Collection

The Haywood County Museum, located at the College Hill Center, 127 North Grand, will be open from 1-3 p.m. The Haywood County Sports Museum and the Felsenthal Lincoln Collection, housed at the Center, will also be available for viewing during this time. College Hill was originally established as the Brownsville Baptist Women's College in 1851 and later became the Haywood County High School.

Dunbar Carver Museum is located on the site of the former Carver High School. The Brownsville Unit of the Boys and Girls Club is also located here.

Dunbar-Carver Museum will extend their hours and will open at 10 a.m. until 3 p.m. They are located at 709 East Jefferson Street. The Dunbar-Carver Museum tells the story of African American life in Haywood County through events associated with the one hundred plus year existence of the Dunbar-Haywood County Training-Carver High School.

Blues Pioneer Sleepy John Estes' last home is located on the grounds
of the West Tennessee Delta Heritage Center.

The West Tennessee Delta Heritage Center, located at 121 Sunny Hill Cove behind McDonald’s, will be open from 9 a.m. until 5 p.m. The Delta Heritage Center is home to three museums that explore the early history of cotton production in West Tennessee, music greats who were born and called West Tennessee home and the scenic Hatchie River, the last wild river of the lower Mississippi.

A Historical Marker was placed at the Stanton Welcome Center September 28, 2008, courtesy of the 2008 Leadership Haywood County class.

The Stanton Welcome Center and Lending Library will also open. The Center is located at 49 Main Street in Stanton, and serves as an archive for history and memorabilia for the Town of Stanton, family histories of Stantonians, and digitizes historical photos and stories.

You're invited to the 116th anniversary of the establishment of the Shiloh National Military Park. The event will take place Tuesday, December 28, beginning at 2 p.m., at the Shiloh Visitors Center. The event is hosted by the Hardin County Convention and Visitors Bureau. The Park was established by Congress December 27, 1894 and commemorated the April 6-7, 1862 battle that raged around Shiloh Church and Pittsburg Landing. That event produced more than 23,000 casualties and was the largest engagement in the Mississippi Valley campaign during the Civil War.

You remember that Southwest Tennessee Electric Membership Corporation won first place in the Hatchie Fall Fest Scarecrow Contest. They also won the People's Choice Award. When it was time to remove the scarecrows from the courthouse lawn, Southwest chose to move theirs to the lawn of their headquarters.

Bredesen appoints Hayes to State Commission

Governor Phil Bredesen has appointed three women to serve on three state boards and commissions. Among them is Sharon Hayes of Brownsville, who has been appointed to serve on the Tennessee Higher Education Commission. Hayes recently retired from the University of Memphis and is the Director of Planning for the City of Brownsvillle.

“The state of Tennessee relies on citizens like these women who are willing to serve the state through its boards and commissions,” Bredesen said. “I appreciate their willingness to offer their service to our state, and thank them for the valuable additions they will be to the organizations to which they have been appointed.

“During my eight years as Governor I’ve had the privilege of making thousands of appointments to various boards and commissions. With these final appointments of my term, I want to express my sincere appreciation to all of these Tennesseans for their willingness to serve our state. Remember: Drunk Driving, Over the Limit, Under Arrest

As party-goers celebrate the holidays with friends and family, everyone should heed Brownsville Police Department’s (BPD) warning to keep the party off the road or be ready to face the consequences. Law Enforcement will be out in force beginning December 16, cracking down on anyone caught drunk behind the wheel.

“After hearing about the dangers of drinking and driving time after time, most people have gotten the message that if they’re planning on drinking, they should always plan a safe way home,” said BPD Lt. Barry Diebold. “But sadly, millions of Americans still think they are invincible and regularly choose to get behind the wheel after having too much to drink.”

“We know that the holiday season can be one of the deadliest and most dangerous times on America’s roadways due to an increase in drunk driving.” Said Lt. Diebold. “Don’t let your 2010 end in an arrest or worse, death. Remember, whether you’ve had way too many or just one too many, it’s not worth the risk!”

The Brownsville Police Department will be conducting saturation patrols and Sobriety Checkpoints for impaired drivers and drivers violating traffic laws from Thursday Dec16, 2010, thru Monday January 3rd, 2011.

Operation Medicine Bottle

The City of Brownsville Police Department, Ward 2 Neighborhood Watch, and the Haywood County Community Coalition would like to announce an upcoming event that is designed to help clean up our neighborhoods and reduce the availability of old prescription medications. We are hosting our first prescription medication take-back program that is called OPERATION MEDICINE BOTTLE.

OPERATION MEDICINE BOTTLE will be held on Saturday Dec. 11th from 10:00 am until 2:00 pm at the W.O.W. building on Boyd Ave. by the HHS football field.

This program is designed to help reduce (3) primary problems:

To reduce the amount of medical waste that is FLUSHED down the drain polluting our water supply. According to the EPA, ¼ of our water supply is currently contaminated with trace amounts of medications and antibiotics.
To reduce the abuse of prescription medications by teens. Juvenile courts across the country have seen an increase in teen prescription abuse. Most teens get these prescriptions from friends and relatives medicine cabinets.
To reduce home burglaries that target medication theft.(primarily of citizens taking medications that are for pain, like cancer treatment drugs)

To help, we are asking everyone to bring in old containers of prescription medications. All you do is drop off the medications at the WOW building. You do not sign anything when you leave the medications. Trained medical personnel will count and itemize the pills for Police Destruction procedures. The plastic containers will have the labels peeled off and they will be destroyed with the medications following all Police procedures for destruction of evidence. The empty bottles will be sent to the county recycling site.

Please help us spread the word, DON’T FLUSH OLD MEDICINES bring them to the WOW building on Dec. 11th for proper destruction, and help keep our community clean and safe.

Time to start thinking about the Annual Christmas Parade Saturday, December 4. Deadline for entering the parade is November 29. This year's theme is "The Miracle of Christmas" and Dustin Milton will be the Grand Marshal. Activities will be happening along the parade route and on the square the day of the event, including shopping, pictures with Santa, music and more ... let's call it a Christmas Festival and the parade will be the grand finale. Haywood Company's Choir "Inspirational Voices" performed at this year's Circle of Hope Telethon

The Exchange Club-Carl Perkins Center would like to thank all those who participated in Sunday's Circle of Hope Telethon by performing, presenting checks on stage, answering phones, helping in serving food, and donating money. Together West TN raised $1,075,000 to help the fight against child abuse. Child abuse is real in Haywood County and without the support of the caring residents of Haywood/Brownsville we would not be able to give the needed services to help these children and families to continue on with a form of normalcy to their lives. All money collected and given by Haywood residents stays in Haywood County. We encourage you to come by the Center located at 130 Boyd Avenue and take a tour of the building and ask questions about all the programs and services we offer to the residents of Haywood. Again thank you for all you do for the Center and we look forward to serving our community.

Proposed Meat Packing Plant Discussion Continues

I received the following comments from Mr. Jerry Rogers with the request that I share it with you. I hope you will comment and share your opinion on the meat packing plant that is proposed for the County Farm site after the jail moves into the new Justice Center.

I ATTENDED THE MEETING LAST NIGHT (Public Hearing Monday, August 16) ON THE PROPOSED PACKING PLANT. I WAS TRULY AMAZED AT WHAT WENT ON.

I MOVED TO HAYWOOD IN 1972 AND AM MOST LIKELY STILL LOOKED AT AS AN OUTSIDER.

I FEEL THAT THE COUNTY HAS DECLINED DRAMATICALLY.

I HAVE BEEN INVOLVED IN THE CATTLE INDUSTRY SINCE 1975.

THIS IS A GREAT OPPORTUNITY FOR THE COUNTY TO GAIN A COMPANY TO COME TO THE COUNTY. IT COULD ALSO BRING IN SOME NEEDED REVENUE AND THE POSSIBILITY OF BRINGING OTHER ASSOCIATED COMPANIES. IT COULD ALSO BRING PEOPLE FROM MEMPHIS, JACKSON AND OTHER PLACES INTO BROWNSVILLE THAT WOULD NOT COME TO OUR COMMUNITY. THIS INCREASED TRAFFIC WOULD IMPACT OTHER BUSINESS IN TOWN FROM SHOPPING AT OTHER
BUSINESS. THE INCREASED JOBS WOULD BENEFIT THE LOCAL ECONOMY WITH A STARTING WAGE OF $12.00 AN HOUR.

THE EMPLOYEES WOULD BE TRAINED AND HIRED FROM THE LOCAL WORKFORCE. THE BUILDING WOULD BE SET BACK OFF ROAD WITH A TURN LANE THAT WOULD NOT IMPEDE TRAFFIC ON HWY 70. THE BUILDING WILL BE A METAL BUILDING WITH A DOOR AND TWO WINDOWS FACING HWY 70. CATTLE WOULD NOT BE VISIBLE FROM HWY 70 OR THE ROAD TO THE EAST.

ADDRESSING THE COMPLAINTS OF OTHERS, THERE ARE ALREADY CATTLE AND HOGS AT THIS LOCATION. THE CATTLE COMING IN HERE WOULD COME IN THE MORNING AND BE PROCESSED BY NOON. ALL BYPRODUCTS FROM THE OPERATION WOULD BE HANDLED ON SITE IN A SEPTIC TANK ON THE PREMISE. PRODUCTS THAT COULD BE SOLD WOULD BE STORED IN A REFRIGERATOR ROOM IN SEALED METAL DRUMS. THIS IS A LOGICAL LOCATION DUE TO THE UTILITIES NEEDED ARE AT THE SITE ALREADY. MOVING LOCATION TO THE OTHER INDUSTRIAL SITE WOULD REQUIRE THE COUNTY TO EXPEND FUNDS THAT ARE NOT CURRENTLY, OR ANYTIME IN NEAR FUTURE, AVAILABLE.

I DO NOT RECALL ANY OBJECTION TO THE GIN AND THE OLD SALE BARN THAT BROUGHT MORE TRAFFIC AND SMELL TO THE AREA.

SUMMING UP THIS IS A PLUS FOR THE COUNTY IN ALL RESPECTS.

Packing Plant looking to build in Haywood County

Mike and Charline Lenagar, Neola Farms in Brighton, TN, presented the Rotary program today. They would like to bring a packing plant to Haywood County. The site is part of the County Farm/Jail. Their black angus beef is all natural and the plans are for the site to include a retail store that we can buy from, too. This will be coming before the County Commission at the August 23 called meeting and will include some public hearings as well. Right now they are selling to restaurants, hotels and St. Jude hospital. Because of the quaility of this meat, the hospital is able to offer this meat to the young patients whose immune systems are so low. This seems to be a well thought out plan and the Lenagars assured us that there would be no smell and no noise. This is a great opportunity for Haywood County.

The Memphis Chamber did this video about Neola Farms. It's a great introduction to the family and the type operation that they run.
